Minnesota allows it; it's actually infanticide once the baby is born. If the baby is partially born, it's partial birth abortion.
Minnesota has the most liberal abortion and infanticide laws in the land
A woman 12 and over can get an abortion for any reason at any time, and if a baby is born alive during/after/as a result of an abortion, the baby is not afforded rights as an individual person and doesn't get any medical care unless the mother says so (Born Alive protections repealed). Telemedicine is allowed for pharmaceutical abortion and morning after pill is OTC. Etc., etc., etc.
