Clouds are symbolic of Jesus christ's horse?

No, I'm afraid not.

Clouds in the Bible are usually associated with God's glory. In Revelation 1:7, I believe the picture being conveyed is portraying Jesus returning in great majesty and power.

The King of Kings and Lord of Lords is LITERALLY coming back in the clouds! The picture from above/behind him will be INCREDIBLE. The picture from the earth below will be HORRIFYING. The picture from the earth will be GLORIFYING...........these last 2 sentences are for those at enmity and those in obedience, respectively.
