It appears that someone let their domain registration expire. Whoever the registrar is will probably give them a limited time to correct their failure. After that they'll have to pay through the nose to purchase the website back...
For my part, every couple of years I add a couple years of registration of my website to bring it up to the maximum allowed 10 years so that this mess up doesn't happen to me.
