Newsom announces California will remain in WHO network despite US withdrawal

California Democratic Gov. Gavin Newsom announced Friday that the Golden State will remain a part of the World Health Organization's network, even though the Trump administration just completed the United States' withdrawal from the WHO.

Newsom made the announcement after meeting with WHO Director-General Dr. Tedros Adhanom Ghebreyesus at the World Economic Forum in Davos, Switzerland, this week.

The governor said California is now the first and only state to join WHO's Global Outbreak Alert & Response Network, which is tasked with rapidly detecting, verifying, assessing, and responding to emerging public health threats.

“The Trump administration’s withdrawal from WHO is a reckless decision that will hurt all Californians and Americans," Newsom said in a statement. "California will not bear witness to the chaos this decision will bring. We will continue to foster partnerships across the globe and remain at the forefront of public health preparedness."

Article I, Section 10 of the U.S. Constitution expressly prohibits individual states from entering into treaties or alliances with foreign powers. It expressly grants the federal government exclusive authority over all foreign negotiations through Article II, Section 2, which empowers the President to make treaties with Senate consent, and Article I, Section 8, which gives Congress power to regulate foreign commerce.

How does Newsom figure he can just ignore the Constitution on this? Surely this will not hold up in court?

Well the Democrat politicians have been calling for seceding from the Union for a while, but they haven't begun the process of doing so which Includes ......

One theoretical path to separation is a constitutional amendment. This requires a specific set of approvals from both the federal and state governments:5

A proposal must be made by two-thirds of both the House of Representatives and the Senate, or by a national convention called for by two-thirds of the states.
The proposal must then be ratified and approved by three-fourths of the states.

Hard to say whether there is truly any seriousness behind the rhetoric about California actually separating from the Union.
But if they are serious about it, this unconstitutional action by Newsom to stay with the WHO after our Federal Government has formally withdrawn from it is indication that Newsom is not adhering to Federal Law which overrides State Law.

The Supremacy Clause: Why Federal Law Is “Supreme Law of the Land”

What Article VI of the Constitution Actually Says

Article VI, Clause 2 of the U.S. Constitution states: “This Constitution, and the Laws of the United States which shall be made in Pursuance thereof…shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.”

In plain English: The U.S. Constitution, federal statutes passed by Congress, treaties ratified by the Senate, and federal regulations from executive agencies are the highest law. State laws that conflict with valid federal law are invalid and cannot be enforced.

What “Supreme Law of the Land” Includes

The Supremacy Clause covers:

  • The Constitution itself: State laws violating constitutional rights are invalid
  • Federal statutes: Laws passed by Congress under its constitutional powers

This:
  • (Treaties: International agreements ratified with Senate approval)

  • Federal regulations: Rules created by executive agencies like the EPA, FDA, or OSHA implementing federal statutes

So Newsom is not adhering to the US Constitution as you stated in your post quoting from the Constitution.
But why would he if he wants to separate California from the Union, which shows he doesnt acknowledge the US Constitution as applying to him as Governor of California.

This leaves an important matter that needs to be addressed by Congress.
If this Governor is really serious about seceding from the Union and is stomping on our Constitution as he doesnt think it applies to him as California's Governor, then Congress needs to stop giving any Federal funding to California which Newson doesnt seem to hold back from asking for Federal Tax Payer money for his pet projects like his Bullet Train Project that Newsom took billions of Federal funds for and it never was done.

Timeline of California's yearslong and 'disastrously overpriced' high-speed rail project

The total cost of the project is estimated at around $135B

Transportation Secretary Sean Duffy terminated $4 billion in unspent federal funding for California’s high-speed rail project Wednesday, citing around $15 billion spent without a single high-speed track laid down.

Duffy released a 300-page report conducted by the Federal Railroad Administration that examined the project. It found missed deadlines, delays, mismanagement, waste, skyrocketing costs, budget shortfalls and overrepresentation of projected ridership.

And also millions, if not billions, of dollars in Federal funds were requested by Newsom for the explosive homeless problem and when The Trump Administration did an audit, there was no records or receipts showing where all those funds went and the homeless problem never got taken care of but only worsened.

Point is, if Newsom is going to go against the US Constitution and defy Federal Laws that are Supreme over State law and plans to secede from the Union, which is still on the table, then not only should this go to SCOTUS, and I think it will, but our Federal Government should stop giving California requested Federal Funds.

As a life long resident of California I feel the impact of these egregious things our Governor does. I have stayed here only because I cant financially afford a move to out of state.
But I respect our Constitutional laws and a rogue Governor must be held accountable.
I think the reason Newsom stuck with the WHO is not only as a defiance against the Trump Administration, but its evident he has no regard for our Constitution or our Nation as a whole, otherwise he and the Democrats who support seceding from the Union, wouldn't continually be acting as though California is independent from the rest of the United States with its own laws that are in opposition to our Constitution.

If California wanted to secede, they'd need to pay off their portion of the National Dept which would be close to 5 trillion.

Also, most of the state wouldn't want to secede. Like every other state the majority (landmass) of CA is conservative.

Maybe, instead, we offer to send the libtards of the state to Ethiopia or some other such place.

From what i understand, it seems to always have been a ploy of the left. Challenge, challenge, challenge. They know eventually it will be ruled unconstitutional. But for the immediate impact affect I believe they see it as a social engineering tactic. Figuring if they keep doing it enough, because of the debates it starts, the attention it garners and the time it takes to go through the system, over years doing that slowly changes social conscience. So down the road it is easier to disenfranchise the constitution. Like doing that as an overall eroding effect over time.

It will be nice to see it overturned. But what the left gets out of it is the mist and social plume phantom milage it gets for weeks or months. During that short lived time, it seems real to some. It affords fantasy a seat at the adult table for 5 minutes long enough to do some social seeding for future political crop corruption down the road. That and of course the damage it can do otherwise too in the meantime along the way.

I like your last suggestion *maisey*
As I outlined in brief in my #6 post the constitutional requirements to secede from the Union, I think the California Democrat political majority in Sacramento knows they wouldn't have the 2/3 votes from the States to get approval to secede and is why it hasn't gone forward with the process.

But nonetheless, as long as they have majority in the State Assembly and have a Democrat Governor, it looks like they will continue to do as they please in making State laws imposed on California residents that are only causing harm and gradually collapsing the State as more and more major businesses exodus to other States as well as residents who are able also relocate to other States while filling the State with illegal immigrants,.

In my opinions Newsom is knowingly doing what he does with the help of Democrat lawmakers to destroy California from within.
Newsom is a graduate of the School for young global leaders, founded by Klaus Schwab, and is a thoroughbred globalist. So its not surprising what he has been doing.

But nevertheless, while we have a Republican led Federal Government and Congressional powers, Newsom must be kept in check and held accountable according to the Constitution and also not be given requested Federal funds as I stated above, which I see the Trump Administration is carefully monitoring already over already doing audits on allocated Federal funds. And yes, Newsom should pay back a lot of that money. But he has us in billions of dollars deficit so I dont know how he would do that except by choking it out of California residents through more taxes.

Maybe he should be court ordered to sell his 9.1 Million dollar mansion he bought in 2024 which is curious how he could afford that on his public servant salary, and put that towards paying the Federal Government back for "losing" track of how he spent billions in funds that were never used on what he requested those funds for.

I believe California (more than any other state), was slated to be the liberal dream role model state for the rest of the country. Through Gavin, she still sees herself as a queen riding a beast. Like a beached whale, though, this seems more like a dying gasp of relevance. Something like the wicked witch of the West might say while melting. My apologies to whales in using them in this analogy.

Well, he is related to Nancy Pelosi who is a big supporter of his and is very, very, very rich. And his father William Newsom was the judge who was named administrator of the entire Getty family fortune which (in today's money) was worth over $26 billion.

Rewarding himself for a job well done in burning down the state through planned negligence. Don't rebuild those homes. Just put that money into your own :(

Perhaps he and Nancy can bankroll California, AND pay off its debt, AND pay off it's part of the national debt.

If California does violate the U.S. Constitutional provisions prohibiting individual states from entering into treaties, etc., that would seem to be the time for U.S. military (not CA National Guard or civilian Federal Agents) to get deployed there.
