I haven't seen the video yet but i'm assuming he means if the nation becomes even more Godless than it is God's goimg to give them the leader they desire who may be worse than Biden.

Other than that assumption, im like you, if the church is hypothetically raptured between now and 2028, his theory won't make a difference anyway in terms of the leadership of the country.
