Israel must have a plan to protect the civilians in southern Gaza before proceeding with the war, says U.S.National Security Council Spokesman John Kirby.
The White House says it won’t support Israel’s plan to expand its operations into the south of the Gaza Strip unless it shows it will protect the Palestinian civilians there.

In a Tuesday press call, US National Security Council Spokesman John Kirby said the United States won’t support Israel “moving forward with operations in the south absent a clearly articulated plan for how they’re going to protect the lives of the hundreds of thousands of people” there.


“There’s an obligation for them to factor that into their planning,” Kirby said.
The NSC spokesman noted that the population in the south of the terror-run enclave has swelled as Israel ordered the northern population to flee southwards. It’s “even more incumbent” on Israel to “protect those civilians who moved at their urging,” said Kirby.

The cease fire probably allowed some hostages held by Hamas to be handed off to other people/terror groups, further maligning rescue attempts.

He is right in its against the Geneva convention treaty to target civilian populations. Decades ago, I taught classes on this subject at a Marine School. However, the treaty was written around armies from countries in a war, not targeting non military sites, hospitals…etc.
However, what was not factored in was a terror organization hiding amongst the civilian population, and in most cases they are not in uniform, and are indistinguishable from civilians. When they have tunnels under the city, command posts and weapons caches in houses, hospitals, stores, schools, all become legal targets.

From all accounts, Israel has bent over backwards trying to limit damage to general population areas, and any damage they have inflicted there, is in a direct response to the terrorists actions.
