Why doesn't everyone accept the Gospel of Salvation that Jesus so freely gives?

(V 18-23) The parable of the sower explained: each soil represents one of four responses to the word of the kingdom.
“Therefore hear the parable of the sower: When anyone hears the word of the kingdom, and does not understand it, then the wicked one comes and snatches away what was sown in his heart. This is he who received seed by the wayside. But he who received the seed on stony places, this is he who hears the word and immediately receives it with joy; yet he has no root in himself, but endures only for a while. For when tribulation or persecution arises because of the word, immediately he stumbles. Now he who received seed among the thorns is he who hears the word, and the cares of this world and the deceitfulness of riches choke the word, and he becomes unfruitful. But he who received seed on the good ground is he who hears the word and understands it, who indeed bears fruit and produces: some a hundredfold, some sixty, some thirty.”....

Because the message of the gospel is foolishness to the world due to it being so simple as well as being a free gift.

Many sadly think and are under the impression that it's too good to be true and that works is also required.

While few Pastors teach this for some reason, the answer to the question of "Why doesn't everyone accept the Gospel of Salvation that Jesus so freely gives?" is answered by Jesus in John 3:19 and John 3:20 in the Bible verses below.

John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
John 3:17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved.
John 3:18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
John 3:19 And this is the condemnation, that light is come into the world, and men loved darkness rather than light, because their deeds were evil.
John 3:20 For every one that doeth evil hateth the light, neither cometh to the light, lest his deeds should be reproved.
John 3:21 But he that doeth truth cometh to the light, that his deeds may be made manifest, that they are wrought in God.
