To do that on his own legally, he'll have to use existing law to create guidance for. Crimes against mayhem could apply. Ideally, Congress would pass a law that Trump could sign that would specifically criminalize doing this kind of stuff to minors. Frankly, I think it should be illegal to do that kind of stuff to anyone. Anyone who wants gender change surgeries should instead be referred to a psychiatrist.
