But, they'd probably not do it if there was a chance of it becoming law.

What, They bring a bill to the floor and they don’t want it passed?
All Bills have to get passed by both Houses and then signed by the President. If a Senator or Congressman doesn't like a Bill but knows that his constituents favor it, if they're certain it won't become law they can vote for it and show it on their record.
