Russia said on Friday it was not planning to attack NATO and it was the alliance that was aggravating tensions.

Foreign Ministry spokeswoman Maria Zakharova was referring to a NATO Summit declaration that said: "Russia remains the most significant and direct threat to Allies' security."

President Putin knows he may only have a few months to act, both because of the impending U.S. election, and fall and winter are on the way. Spring/late spring is the best time to start a military offensive in Europe, and President Putin is now behind the proverbial 8-ball on the optimal schedule.
