17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.

Who are the Bride and the Spirit?
 
The Bride is the Church ... in other words, it is us. And the Spirit is the third Person of the Trinity: the Holy Spirit.

The question is: are they saying to the lost, "Come to Christ" ? Or are they saying to Jesus, "Come" ? Either is a possibility.

Personally i believe the entire passage leads to the conclusion that the first view is correct: namely, that this is all an invitation --for all who desire it-- to come to Christ .
