Reply Toolbar is not Working........

I cannot access the toolbar on the reply box.................. can someone tell me what to do to re-activate it?

Hot the three vehicle dots on the grayed out to toolbar. A menu will drop down with three icons on it. One icon will be a pair of brackets. Click that one and your reply icons will all be accessible again
