New Apostolic Reformation.
Start with the word Apostolic, it's at the heart of the problem.
It's a modern church heresy that C.Peter Wagner (now deceased) started. His big idea was that there are modern day apostles EQUAL to the original apostles. Therefore they are to be obeyed and their words are equal to the original apostles.
That is part of the problem.
They also believe that there are ranks among these new fangled apostles, so there are super apostles over nations, somewhat super apostles over cities and wannabe super apostles over churches.
That leads to abuses of the other "lesser" apostles not to mention lay people who sit at the bottom of this pyramid of power scheme.
The idea is related to the old (and also heretical) idea called shepherding which taught that lay people were obligated to obey their leaders in the church and that God would hold leaders accountable if they obeyed error. Catch that? The lay people were taught to NOT BE BEREANS and search the scriptures. They merely obey and if the leader is off course, God holds the leader accountable, not the sheeple under him. (or her- another aspect of this heresy)
SO the people aren't answerable to God, just to their leader in the next layer up of Apostles and church leaders. Satan enters the church hierarchy structure and the people suffer.
The word NEW:
The word NEW is also important because it means in their context (I was part of a church that was part of this even before Wagner coined the name New Apostolic Reformation) THAT this NEW thing "God" is doing replaces the "OLD" thing He used to do with the church. Get with the times and embrace the "NEW" thing before God gets mad at you for being a stick in the mud is the implication here. They'll deny it if you put it like that to them, but it is exactly what they teach.
Rick Joyner teaches just that in his civil war in the church teachings - he portrays the church as the old guard who are used to the old ways and stuck in the past, who are blocking the move of God in the new forward thinking part of the church that embrace the new ways. This is also part of Dominionism (another heresy)
Then the word REFORMATION
Wagner wanted it to carry the emotional weight of the Protestant Reformation and he fondly imagined it would transform the church the way the Reformation did.
It's transforming alright, it's one of the many ways Laodicea the apostate church is growing within the church ready to replace it once the real living body of Christ church is Raptured out of here.

Oh and this teaching didn't actually begin with Wagner, he borrowed a lot from the also heretical Latter Rain Movement that began in 1948 here in Canada in Saskatchewan. That Latter Rain Movement was fairly quickly deemed a heresy with the Pentecostal movement who rejected it both here in Canada and in the States. Much of the teaching also lines up with Dominionism which teaches that the church will dominate the world and force them into being nice before Jesus can come back. Get that? It's works again, you gotta dominate the world and stomp them till they at least behave BEFORE JESUS CAN COME BACK! Works!!!
If you bump into people who teach and believe these heresies, you'll hear a lot about the "Seven Mountain Mandate" which breaks down the 7 key areas of society from government to the arts which have to come under the forceful domination of the church.
Consequently people who buy into these errors/heresies are often found trying to effect govt reform.
That is not a bad thing, but it pays to be careful and question what others are thinking before joining up or endorsing their group. This is often where the Q Anons come in - there is a lot of common ground with the 7 Mountain mandate of the NAR. Their motto ought to read, "MAKING BABYLON GREAT AGAIN" which is a joke I heard that carries a lot of truth in this context.
