If I were a single Parent and literally had no one trustworthy enough to care for my child(ren) in another state, I'd do what people have done "forever" when staying is untenable: pack the family and whatever possessions I could in whatever mode of transportation I had, and leave. If no vehicle and no means to obtain one, if necessary, Greyhound bus, walk while pulling them in a wagon, whatever. I would hope that churches and charities would help those needing assistance getting out. I'm also hoping that since there has been some warning this could happen, that Parents have already made, or started to make, plans and arrangements. A USB drive with the administrative stuff I listed in another thread takes very little room and would make starting over a lot easier.

Important to obtain the child(ren)'s school records before departing so the California school(s) can't hold the school records hostage, alter what is sent to the new school(s), or worse, use the request from the new school(s) to track and maybe "recover" the departed children or prosecute the Parent(s). In some places, Parents have online access to their child(ren)'s records, and it's important to get them now and keep current, regardless of what one decides, as access may well be curtailed. There's precedent for prosecution in states that prosecute people, who help someone leave a State to get an abortion, sex "change" treatment/operation, FGM, etc., which I think could be applied to this situation.
If there is a mass exodus of children from the State, I can see another law being passed to make this illegal. Much like provisions in Missouri law, which prevent even a custodial Parent from removing child(ren) from the State if it would prevent the non-custodial Parent from exercising visitation rights and that Parent objects to the removal.
At the very least, pull the child(ren) out of public schools and do what the article said Pastor Hibbs said:

I wonder if part of this is to reduce the number of children in the public schools, since the schools are overwhelmed with children from elsewhere, and the State and local areas are unable to afford what is going on now.
Maybe some churches and ministries that don't already have them would open schools or start homeschool coops, and those that do, would expand them.
Bet the U-Haul, etc. trucks rates are sky-high now. Might be an opportunity for people to earn a little driving U-Hauls, etc. to California.
